Lindsay Palmer Barnette, a program officer at the Center for Health Care Strategies (CHCS), is responsible for working on a variety of programs aimed at improving the quality of health care for people with complex and special health care needs. The majority of her work focuses on assisting states interested in expanding their managed care programs to include long-term care supports and services and to integrate care for dual-eligibles. In addition to her work planning and implementing initiatives such as the Integrated Care Program and the Managed Long-Term Supports and Services Purchasing Institute, Ms. Palmer Barnette has conducted a number of environmental scans to identify innovative trends among state purchasers and improve care for the elderly.
Prior to joining CHCS, Ms. Palmer Barnette was a deputized volunteer at the Medicare Rights Center in New York City, where she enrolled beneficiaries into the Medicare Savings Program. She also worked as a research assistant at the University of Virginia's Center for Biomedical Ethics.
Ms. Palmer Barnette holds a master's degree in public health with a concentration in health policy and management from Columbia University. She received a bachelor of arts in history and bioethics from the University of Virginia.
