Improving the quality and cost-effectiveness of publicly financed health care

Allison Hamblin, MSPH

Allison Hamblin is the director of complex populations at the Center for Health Care Strategies (CHCS).  In this role, she focuses on the development, implementation, and evaluation of Medicaid demonstrations designed to improve the organization and financing of systems of care for beneficiaries with complex needs.  Ms. Hamblin is currently working with a number of states on the Rethinking Care Program, an initiative to improve quality and reduce costs for Medicaid's highest need beneficiaries. 

Ms. Hamblin is particularly interested in testing quality improvement as a strategy for controlling the rate of growth in health care spending.  Toward this end, she led the development of CHCS' return on investment tools and related program activities, and is currently working on the Business Case for Quality - Phase II, an initiative designed to test whether high quality care for children with asthma can generate improved health outcomes as well as cost savings for multiple stakeholders across the health care system.  Other program areas of interest include physical-behavioral health care integration and improving consumer engagement in chronic care management programs. 

Prior to joining CHCS, Ms. Hamblin worked at Apax Partners, Inc. and Goldman, Sachs & Co., where she provided venture capital and investment banking services to companies in the health care and technology industries. 

Ms. Hamblin has a master's degree in public health from the University of North Carolina at Chapel Hill, and a bachelor's degree in biology from Duke University.
