The Assessment of Health Plans and Providers by People with Activity Limitations is a modified version of the Medicaid Consumer Assessment of Healthcare Providers and Systems (CAHPS) survey that was revised to address the needs of adults with physical, sensory, and/or cognitive disabilities. Available in English and Spanish, the AHPPPAL Survey (pronounced “apple”) can be administered to anyone, including people without disabilities, and allows for proxy respondents. The survey data are compiled into the AHPPPAL Dashboard. Responses to the survey are used to case-mix adjust the beneficiary responses and to create a disability profile for each medical group or health plan. The AHPPPAL Survey and Dashboard were field-tested with three Medicaid plans in California.
