Since 1995, the Health Care Reform Tracking Project has been tracking publicly financed managed care initiatives and their impact on children with mental health and substance abuse disorders and their families. This paper describes examples of four approaches in three states for meeting the needs of children with behavioral health disorders and their families in a managed care environment.  It presents a framework, including 15 critical components, for developing a comprehensive approach to serving these children.
