Short tenures and turnover in Medicaid have long been recognized as problems for both adults and children, as has the related problem of churning. The purpose of this Resource Paper is to explore reasons for differences in tenures in Medicaid and in health plans. The paper offers recommendations for addressing the issues of turnover and short tenures in Medicaid managed care, including options for measuring performance and monitoring quality.
