This Mathematica Policy Research report evaluates the Medicaid Managed Care Program, an initiative launched by The Robert Wood Johnson Foundation in 1995 and run by CHCS to promote the delivery of high-quality health services for low-income people and those with special health care needs. The overview assesses the perspectives of states, Medicaid health plans, and consumer groups on the program; evaluates the extent to which the program resulted in concrete change; and assesses its importance to the development of Medicaid managed care. The summary describes the program's origins, development, and activities.

CHCS and Mathematica thank the many Medicaid stakeholders who provided valuable feedback in interviews and surveys.
