Some have questioned whether the safety-net health systems that serve a large portion of the country’s Medicare, Medicaid, and uninsured population are capable of the financial and structural investments necessary to succeed as ACOs. Others have identified unique strategies to help safety-net ACOs do well but predicted only modest and incremental success. Ultimately, it is not yet clear how the shift from volume to value will impact the financial viability of safety-net providers.
