Andrew Spicer, MPP, is a program officer at the Center for Health Care Strategies (CHCS). In this role he supports projects related to integrating care for individuals eligible for both Medicare and Medicaid.
Prior to joining CHCS, Andrew was an advisory services analyst at Mathematica. At Mathematica, Andrew provided technical assistance to the Centers for Medicare & Medicaid Services (CMS) on a wide array of projects and topics. Most notably Andrew supported CMS to test and develop a health equity language services quality measure focused on ensuring that patients whose primary language was not English receive timely access to interpreter services. Andrew also acted as staff extender to CMS’ Division of Demonstration Monitoring and Evaluation, where he managed a portfolio of thirteen section 1115 demonstrations and oversaw related evaluation efforts.
Andrew brings to his role expertise in Medicaid payment policy, care access, clinical quality measures, and Medicaid managed care organization monitoring. As a qualitative researcher, Andrew enjoys talking with individuals with lived experience and key stakeholders to reshape health policy and build more equitable programs.
Andrew holds a master’s degree in public policy and a bachelor’s degree in public policy, both from Michigan State University.
While not at work, Andrew delights in hanging out with his two cats, being outdoors, and trying new bagel sandwiches.
