Stefanie (Polacheck) Arbutina, MSW, MPP, is a senior program officer at the Center for Health Care Strategies (CHCS) on the child health quality team. In this role, she provides technical assistance and programmatic support for child health projects, including the New Jersey ACEs Statewide Action Plan project, the Foster Care Quality Improvement Technical Assistance project, and the Advancing Child Welfare and Medicaid Alignment project.
Prior to joining CHCS, Stefanie served as Deputy Chief of Staff at the Illinois Department of Children and Family Services, where she managed a variety of projects, including the development of internal policy and engagement with external stakeholders. She also served as the public policy manager at Children’s Home & Aid, where she led the organization’s state and federal policy advocacy efforts, focused primarily on child welfare and children’s mental health. In prior roles, Stefanie provided technical assistance to Medicaid behavioral health providers and worked in quality improvement with both public and private child welfare agencies. She also has direct practice experience in child welfare case management and emergency room mental health assessment.
Stefanie has a master’s in social work from the University of Cincinnati and Practice and a master’s in public policy from the DePaul University School of Public Service.
While not at work, Stefanie enjoys exploring the Philly restaurant scene, checking out live music, listening to true crime podcasts, and petting her two boxers.
