Senior Program Officer
Stephanie Gibbs, JD, is a senior program officer at the Center for Health Care Strategies (CHCS), where she works on initiatives related to managed long-term services and supports and integrated care for individuals dually enrolled in Medicare and Medicaid, including Implementing New Systems of Integration for Dually Eligible Enrollees (INSIDE) and the Integrated Care Resource Center (ICRC).
Prior to joining CHCS, Ms. Gibbs served as the director of advocacy for UnitedHealthcare Community & State, where she focused on stakeholder engagement initiatives for older adults and people with disabilities and policy considerations for government programs. She also served in various capacities with the UnitedHealthcare Community Plan in Tennessee, including compliance and advocacy roles for behavioral health and long-term services and supports in the TennCare CHOICES program. Prior to her roles with UnitedHealthcare, Ms. Gibbs served as in-house counsel for a nursing home management company. She also has experience as a certified nursing assistant in a skilled nursing facility.
Ms. Gibbs received her law degree from the University of Memphis, a bachelor’s degree from the University of Tennessee, and a graduate certificate in Global Health Leadership from the University of North Carolina at Chapel Hill.
