Patsy Freeland, MPH, MBA, is a senior program officer at the Center for Health Care Strategies (CHCS). In this role, she primarily supports CHCS projects related to leadership and capacity building, including leadership training and technical assistance for Medicaid staff, as well as partnering state agencies.

Prior to joining CHCS, Patsy served as a senior manager of the health practice area at Athena Actuarial Consulting. In this role, she grew and managed a team of actuarial analysts, data visualization specialists, and specialty consultants, working on Medicaid rate-setting and program evaluation projects. Additionally, in collaboration with internal and external stakeholders, she managed evaluation of behavioral health managed care organizations through annual reviews to assess adherence to national and state regulations. Previously, Patsy was a director of strategic initiatives for United Healthcare, working in the office of the CEO of Medicaid, where she was responsible for designing and managing a standardized operational review process with state managed care organizations. Patsy also spent several years at McKinsey & Company where she specialized in Medicaid waiver development.

Patsy holds a master’s degree in public health with a concentration in health behavior and health equity, and a master of business administration from the University of Michigan. She received a bachelor’s degree in history and political science from Tulane University.

When not working, Patsy enjoys Sunday dinners with her family, sewing and other creative endeavors, and packing her son into her hiking backpack and finding a new trail.
