As states implement new federal Medicaid work requirements, Safety Net Health Plans can play an important role in helping eligible members understand new requirements while maintaining access to coverage and health care services. Given their close relationships with members and communities, plans are uniquely positioned to coordinate with states and support outreach, education, and navigation efforts that help reduce unnecessary coverage loss.
The Work Requirements Learning and Action Series, led by the Association for Community Affiliated Plans (ACAP) in partnership with the Center for Health Care Strategies, is supporting plans in adopting effective approaches to work requirements that help eligible individuals maintain Medicaid coverage. The initiative focuses on how ACAP-affiliated Safety Net Health Plans can coordinate with state Medicaid agencies, providers, community-based organizations, and other key stakeholders to help members understand new work verification requirements and exemptions, strengthen member outreach and messaging, and improve other key operational processes while leveraging existing infrastructure and resources.
Project Activities
During the 12-month initiative, plans will engage in monthly roundtables and office hours offering open discussion for peer learning and technical assistance in collaboration with subject matter experts. These activities will provide opportunities to exchange ideas, learn from peers, address common implementation challenges, and identify practical approaches to supporting eligible members as they navigate work requirements. The initiative will tailor strategies to the needs of members and communities served by ACAP-affiliated Safety Net Health Plans.
The initiative will culminate in a national webinar in summer 2027 featuring participating plans and key insights, lessons, and promising practices from the series.
