The Technical Assistance Collaborative (TAC) contracted with the Center for Health Care Strategies to convene two Purchasing Institutes on alcohol and other drug (AOD) treatment and financing. The Purchasing Institutes were part of Resources for Recovery: State Practices that Expand Treatment Opportunities, a $3 million competitive national grant program of the Robert Wood Johnson Foundation. The program, managed by TAC, encouraged states to identify, support, and implement financing strategies to expand alcohol and other drug treatment services within existing state spending levels.

Fifteen states participated and developed action plans to implement effective strategies. Based on those action plans, five states — Alabama, Connecticut, Florida, Nebraska, and Wyoming — were selected to receive Planning and Analysis Grants of up to $200,000.

Participating states received technical assistance on monitoring and rewarding performance through CHCS’ Performance Measurement and Outcomes Cohort Series.
