As states prepare to implement new federal Medicaid work requirements, effective communication and outreach will be critical. Because most Medicaid members have never been subject to work requirements, many will need clear information about whether the requirements apply to them, what actions they need to take, and how to maintain coverage.

Engaging Medicaid members and community-based organizations (CBOs) can help states identify barriers, strengthen communications and operations, and develop implementation strategies that support compliance while minimizing unnecessary coverage loss.

This tipsheet highlights practical strategies for engaging Medicaid members and CBOs to inform outreach and communications strategies, support implementation decisions, and promote continuous improvement. It draws on lessons and examples from 12 states participating in Advancing Effective Work Requirements Implementation via Member Engagement and Outreach, an initiative led by the Center for Health Care Strategies with support from the Commonwealth Fund.
