States are increasingly enrolling people dually eligible for Medicare and Medicaid in programs that coordinate benefits and administrative processes across both programs. To improve care outcomes and experiences, integrated care programs are most effective when they are designed to reflect the goals and needs of the people they serve.

This webinar, made possible by The SCAN Foundation, shared practical approaches to help states make their integrated care programs more responsive to enrollee needs. The discussion drew from a new toolkit from the Center for Health Care Strategies (CHCS) that reviews and translates feedback from dually eligible individuals into key action steps for states. A panel of dually eligible individuals and Medicaid agency staff who helped shape the toolkit shared their perspectives on ensuring integrated care programs align with the goals and needs of dually eligible populations.

C. Roman described CHCS’ approach to gathering feedback from dually eligible individuals, including convening advisory groups of dually eligible individuals and state Medicaid agency staff. N. Archibald described the toolkit’s action steps for states.

III. Panel: Perspectives from Dually Eligible Individuals and Medicaid Agency Staff

C. Roman moderated a discussion with members of CHCS’ advisory panels. Panelists explored what state actions are feasible to support enrollment decision-making, access to care, and care coordination for enrollees and their caregivers. The discussion also considered the value and effectiveness of those actions from the perspective of participants in CHCS’ advisory panel of dually eligible individuals.
